The supply of electrical power has been carefully considered, as the present supply of power is from Canton, and coal for the Power Station is becoming scarce. Proposals for erecting a noter generating plant are under consideration and provided the foundation for the plant is

mtisfactory it is probable that the plant in question

will provide for all services.

It is worthy of note that should the strikers decide

to cut off the supply of electrical power to the Shameen

it would also be necessary for them to cut it off from

a large portion of Canton City also,

During the last week or two there would appear to have been a determined effort made to inssianise Kwantung

Province, and it had been reported that on 1st August a Soviet Form of Government was to be established in Canton, No definite information to this effect however has so far

been received. There is no doubt however that the inssians

are striving hard to obtain a mastery over the Chinese Government at Canton and to use it as their pam. Reports are received from time to time of confiscations, levies,etc.,

and that a iussian had been appointed Commander-in-Chief of the Naval Forces, two Russians are on the Military Staff,

and a fussian is in charge of the Air Service. The first

named appointment has led to moh dissatisfaction among

certain Chinese Naval Officers who have resigned.

More inssian vessels appear to be visiting Ganton with

supplies of all descriptions. In this connection the

Enssian 5.3."Simferopol" on passage to Canton refused to

answer signals from Waglan Signal Station when passing

clear of Hong Kong, on Tuesday, 28th July, and endeavoured
